You can access those scales with p2$scales$scales[[1]]
(or whatever number) but the issue is that ggnewscale renames the aes internally and the name depends on the number of scales so it's not super straightforward. However, for this example you can do
library(ggplot2)
library(ggnewscale)
topography <- expand.grid(x = 1:nrow(volcano),
y = 1:ncol(volcano))
topography$z <- c(volcano)
set.seed(42)
measurements <- data.frame(x = runif(30, 1, 80),
y = runif(30, 1, 60),
thing = rnorm(30))
p2 = ggplot(mapping = aes(x, y)) +
geom_contour(data = topography, aes(z = z, color = stat(level))) +
scale_color_viridis_c(option = "D") +
new_scale_color() +
geom_point(data = measurements, size = 3, aes(color = thing)) +
scale_color_viridis_c(option = "A")
p2$scales$scales[[1]] <- scale_color_continuous(aesthetics = "colour_new",
guide = guide_colorbar(available_aes = "colour_new"))

Notice that you need to rename both the aesthetics used by the scale and the available aesthetics used by the guide. If you add more scales, the name would be colour_new_new
. However, this is relying on ggnewscale internals that are not guaranteed to work across releases.

Sorry, I've just realised that you can get the names programmatically:
library(ggplot2)
library(ggnewscale)
topography <- expand.grid(x = 1:nrow(volcano),
y = 1:ncol(volcano))
topography$z <- c(volcano)
set.seed(42)
measurements <- data.frame(x = runif(30, 1, 80),
y = runif(30, 1, 60),
thing = rnorm(30))
p2 = ggplot(mapping = aes(x, y)) +
geom_contour(data = topography, aes(z = z, color = stat(level))) +
scale_color_viridis_c(option = "D") +
new_scale_color() +
geom_point(data = measurements, size = 3, aes(color = thing)) +
scale_color_viridis_c(option = "A")
# Get the name of the aes and the guide
aes_name <- p2$scales$scales[[1]]$aesthetics
guide <- p2$scales$scales[[1]]$guide
guide$available_aes <- aes_name
p2$scales$scales[[1]] <- scale_color_continuous(aesthetics = aes_name,
guide = guide)
