I got the same trouble when I "git checkout v16.0.6".
I found a solution that copy from "https://github.com/CyberFlameGO/chromium/blob/c4e1e9e58db057639fb4b3528a7a62b9664d4dd3/build/linux/sysroot_scripts/sysroots.json#L23" to overwrite src/electron/script/sysroots.json
before you run the "gclient sync -f / e sync".

Electron 16 is no longer supporter, neither is any version of Electron that depends on our old sysroot storage location. Newer Electron versions have their sysroots hosted on dev-cdn.electronjs.org.
