Could you please use Asp.Net core APIs from the latest binaries, as mentioned in the GurHub issue https://github.com/admin-shell-io/aasx-server/issues/130.

The new corresponding API (with Asp.Net ) to your request (i.e., Updating SubmodelElement "Property") is : "http://localhost:5001/submodels/{Base64Url Encoded Submodel Identifier}/submodel/submodel-elements/RotationSpeed"

You will also find the swagger documentation of these API on: http://<Host_Name>:5001/swagger/index.html
