This doesn't look related to this project but to Symfony upstream. Can you try to clear all the caches to see if it fixes the problem?

Related to symfony/symfony#38976, it's a php bug and reported here https://bugs.php.net/bug.php?id=80307 and fixed for the next php release php 7.4.13
While waiting php release, I think that by forcing a version lower than php it will unlock you or disabled APC (I didn't try)
