Hi
Were there any errors in the SQL setup log file (%programfiles%\Microsoft SQL Server###\Setup Bootstrap\Log)?
Have you checked the DSC logs as well? You can either manually check this in Event Viewer or you could use the xDscDiagnostics module.
The exception you posted indicates is that the Test-TargetResource function has returned false, so it would appear that something wasn't quite setup correctly but you will need to look at those additional logs to see what.
Hope that helps. Let us know what you find so we can determine if there are any issues to fix in the resource.
