I made a submission to an audio fingerprinting evaluation in 2014, there are details in
README-dpwe-audfprint.txt
This includes a breakdown of the compute times between fingerprint calculation and matching. For low-density matches, both stages take about the same amount of time (so fingerprint calculation is about half the total time). As the fingerprint density goes up, and the database becomes more full, matching gets slower, and can take 5x as long (or more) as the fingerprint calculation itself.

Regardless, distributing the computation between the phone and the server is a good idea. Unfortunately, I don't know of any ports of this feature calculation to other languages.
