That's peculiar that you're only seeing 3.2.1 as the value for NuGetPackageVersion. You should indeed see a suffix.
From this PR for example:
You see that there is a -gCOMMITID suffix appended.
Can you share a link to one of your github workflow results so I can look into it?
Note that unlike GitVersion, Nerdbank.GitVersioning does not specially annotate PRs with version numbers that reference the PR. Nerdbank.GitVersioning (default behavior) is to use only the commit and branch name as inputs into the version so that it's much more reproducible.

Since this is an internal repository, I'm afraid I can't show it.
However, I have now built a completely new repository and cannot find the error here. Everything works here.
I also rebuilt the internal repository: now it works.
No idea what was wrong.
