I'm OK with choosing net461 as our default.
The only case I've hit in the past that made that difficult was using some tools in razzle which only had net45, so as long as that isn't a scenario we care about I think should be good.

On a similar note we are going to have to move our task libraries up to target netstandard2.0 soon as with the 2.1 release the msbuild library packages will only support netstandard2.0 and net46.
