The deployment failed on the first attempt but succeeded on rerun, the error message:

One scenario test failed with error Octokit.ApiException : An error occurred with this API request related to a GitHub outage yesterday

The tests were affected by a GitHub outage so we had to rerun a few times, they passed after the GitHub incident was resolved
After rolling out we found a issue in darc (#3507) so we rolled back with #3506
from arcade-services.
