Your app uses an EXPOSE directive in the Dockerfile, so that's the thing your nginx is configured to listen on. If you'd like it to listen on port 80, you can remap the app ports like so:
dokku ports:set $APP http:80:3000

I already did that, the output of dokku port:list
dokku ports:list test-rails
-----> Port mappings for test-rails
-----> scheme host port container port
http 80 3000
So i'm already redirecting from port 80 on my server to port 3000 on my container , or am i missing something ?

What is the domain name you are using to access the app?
