One way to do this would be to define some package options(), rather than relying on an internal .csv file. This would allow users to change those options should they wish.

Found this awsome RStudio-addin these days. Thank you!
Also it would be nice to have some options which files/folders should be included or excluded. Because right now I get shown all TODOS of backups of scripts as well.

@nathaneastwood but option has to be set at the beginning of the session. I was thinking of replacing content of inst such that it can be shared between those

Users can have them set in their .Rprofile.
