That's because the GitHub Runner home dir is tampered by one of the previous steps. Probably home-assistant/builder action which uses a composite action and mount and tampered ~/.docker folder with root permissions. It also runs a privileged container to access this folder. I really suggest that you review the operation of this action, which could expose serious security issues IMHO.
If you really want to use it, you can move the Docker Login step right after the Checkout step.

Ah, I moved to the action yesterday and overlooked that it mounts also the .docker folder. Thanks for pointing out.
