Following our discussion in docker/setup-buildx-action#232, it should work with bake too. This is the setup buildx action that sets the registry configuration. The bake or build-push actions are just invoking buildx the same way and do not have any incidence with the BuildKit config.

So like the previous issue can you try with a simple job:

You are totally right. I traced the problem to one specific runner at my organization which was behaving weirdly. With a fresh runner on Ubuntu, the problems disappeared. I don't know what the exact difference is (including the version numbers below, if they are of interest to anybody). Very sorry to have wasted your time!
