After the variable REDMINE_DB_MYSQL was set:
environment:
REDMINE_DB_MYSQL: redmine
I got this, and redmine will keep restarting:
Mysql2::Error: Can't connect to MySQL server on 'redmine' (111)

I made a docs PR to add a compose example for redmine: docker-library/docs#708.
I think if you switch yours to REDMINE_DB_MYSQL: mysql it will work; since that is the name of the database service mysql:.
