This is done already.
You can build plugin-sdk libraries and plugin-sdk examples, and also create new projects from generated templates.
You need to additionaly install mingw-64 compiler to be able to compile C++ code written with new language standards. Check user guides on our wiki for more info.
Just a little note: since C++ templates were not 'natively' supported before VS2015, in VS2010-2013 we put them into C# category:
Project wizard is still missed, but we have another issue ticket for this (Issue #44)
from plugin-sdk.
