I don't have plans for this right now. I generally let the requirements of Tangent's clients drive new PayPal features. As we don't have a client asking for Payments Standard (yet), I can't justify the time to work on this. Having small kids is preventing me from working on this kind of thing at home so it would have to be done on work time.
HOWEVER, I will happily review and assist someone who wants to have a go at an implementation. There are various utilities in the library (for using name-value-pairs) that are common across all PayPal features so new work can leverage these existing components.
I'll leave this issue open for the time being.
