we're getting this issue too - we do asset precompilation locally which doesn't neccesarily mean there will be a database connection available
from devise-two-factor.

This is an issue with the attr_encrypted gem. It was recently fixed and merged, but a new version has not been released to Rubygems yet. In the meantime, you can update your Gemfile to point to the GitHub version of the gem:
gem 'attr_encrypted', github: 'attr-encrypted/attr_encrypted'from devise-two-factor.
