I spend a few hours tonight working on a D program for this, and it seem to basically work with some limited amount of testing. I'll see if I can finish this off tomorrow night.

I have added a wrapper program to the repository now for Windows. Users who clone the repo on Windows should just receive a portable executable ALE will pick up on and use to run some linters, like the Haskell linter, csslint, etc.
Are there any Windows users out there who would like to test this? I performed only quite limited testing myself.

After some back and forth with this, and some testing for issue #39, I believe I can safely say that WIndows support works now.
