It's hard to say. Here are a few things you can check:

  • Is batch_predictions always an empty array in every iteration of the loop, or maybe only at the last batch? When it's empty, is x_test_batch non-empty?
  • What does all_predictions contain after each iteration?

It could be an issue with iterating through your data in batches. Maybe there's an empty batch that creates a problem, etc.

Thanks for getting back to me!
batch_predictions is always empty.
x_test_batch is non-empty for every batch.
all_predictions is also always empty.

If x_test_batch is non-empty it's very strange that batch_predictions would be empty and I'm not sure how that could happen. You may need to trace the execution through the graph somehow to figure out where it starts failing...
