[Enhancement] Rework about python-dvg-ringbuffer HOT 2 CLOSED

Thanks for your rework. I haven't had time to take a good look at your work yet and it will probably take me a while to get around to it. But improvements are always welcome.

I finally got around to having a closer look at your code, @GilShoshan94 . Your implementation is indeed faster than mine and it looks like a fine and fast ring buffer.

However, one important condition is not met that my version does. Namely, that the output array of a full ring buffer is always located at a single and fixed memory address, regardless of adding, extending or popping any values from the left or right. I need the fixed memory location to enable compiler optimizations in calls to, specifically, pyFFTW.
