Also, note that logging to console is itself an effect, so if you do:

function useMyHook() {
  const [state, dispatch] = useEffectReducer((state, action, exec) => {
    exec(() => console.log("action: ", action));

    return state;
  }, []);

  return {
    state,
    dispatch
  };
}

Then it will log correctly.
