License is also LGPL 3. Like Jedi (I think that's probably the best thing.)

About the Debian packages: I'm not sure if releasing it now is a good idea. The last ~25 commits gave Jedi such an amazing performance boost that I would still wait for a few days (~1-2 weeks).

About the LGPL statements: Is this really necessary? I don't like the thought of having a huge LGPL statement in every file. However, I added an LGPL licence to jedi-vim (commit above).

In the Debian source package, I use something that I didn't release yet, so I have to wait with uploading it to Debian anyway... but a) once ready, it will go to experimental first (due to this new thing) and b) I can update it anytime I want (even if uploaded to unstable) so... don't worry ;)
