The reported ~170K is the population for "City of Brussels" (https://en.wikipedia.org/wiki/City_of_Brussels), which is a part of the Brussels capital region (https://en.wikipedia.org/wiki/Brussels) which is ~1.2 million.

Just to confirm, the precipitous drop in population from 2000 to 2001 is as reported by un.org.

A similar problem exists for "Cape Town" too.
That is, the (more popular) municipality has 3.7M, while the town has 440K. Data Commons reports the population of the town.
