So it simply boils down to the decision if we want to only support .netcore and not .net full framework moving forward?

+1 (I guess it's +1 for myself because this was my feedback to Aman)

The only reason to think about netstandard these days is if you need to support non-server scenarios, or if you have functionality that needs to work in legacy app types like WebForms or WCF.

.NET Core 3.0 release is sept 23, so while concerns about preview/pre-release bits are legitimate that's all changing pretty soon. If you hear negative feedback from stakeholders about making a move like this, we'd love to follow up with them and hear their concerns directly.

@amanbha we may need to add additional step to install .net core 3.0 in ci unless az pipeline windows image doesn't have 3.0. let me know when you switch to 3.0
