Per discussion with @cameronrichrdson, that spot is a good place for a "Do Not Tag" action.

"Do Not Tag" should only be visible if no tags exist for the profile. So, if the user has already tagged the profile, they will need to remove the tags individually. (I prefer that to a "remove all tags" option, because we don't want users working too quickly. There's nothing wrong with zooming in on each tag and deliberatively deleting it.)
