That really depends on the network connectivity and load on the target, since standard deviation measures how much the values deviate from the mean. In an ideal environment, where you get always the same latency, your standard deviation is zero. Consequently, if the ping values vary, the stddev is larger.
I suggest monitoring the results over some time, and see what happens. See this graph for example:
Most of the time, the ping results center around a particular value, but there are peaks in latency which temporarily increase both the mean and stddev values. Also notice how the stddev has a steeper curve.
