Data manager has to load mods in order

Each mod needs to start as a copy of the mod beneath it.
Erase redundant resource entries, except when in the mod manager(so they can be inspected).
Don't erase redundant resource entries when adding a mod from a mission file(we need to be able to unload the mod after the mission ends).

Add logging enum to find_or_create() so that we know when a resource is being referenced vs when it's being declared.
Add resource_reference type to help with this.

We need a way for resources to hold references to each other that won't break when a mod is loaded/unloaded from a mission file.

When parsing resources in the leaf they'll greedily generate references to resources from the main data pool. This might not be desired if they are referring to new versions of those resources from the leaf that haven't been parsed yet.
