Add the version of the PATSTAT that was used as source data into the description about patcit HOT 1 CLOSED

Now added to the doc.
v0.3 also superseds npl_publn_id with patcit_id. The patcit_id is made as follows:

• if the citation was matched with a DOI -> patcit_id=uncased doi
• else patcit_id=md5(uncased text)

Note that:

1. enforcing this patcit_id dramatically reduces the number of duplicates and gets back the number of unique entries from 39 million to 20.7 million.
2. As we go further in the parsing and consolidation of non bibliographical reference NPL cats, the patcit_id might be enriched with new unique identifier (accession numbers, etc) hence pushing the deduplication further.
