One interesting aspect is that this tool expects to be told (either by the user or by some best practice) where the CI workflow is, while the IWC tool effectively decides where to put it, since it acts on the workflow repository before its deployment. I.e., in this case it's not the Galaxy workflow author that's following a best practice, but rather the tool itself.
