Ok, According to: https://www.terraform.io/docs/providers/template/index.html

vars must be followed by "=" char., so this works:

vars = {
    policy_arn_list    = "${join(", ", formatlist("\"%s\"", var.dynamodb_arn_list))}"
    policy_action_list = "${join(", ", formatlist("\"%s\"", var.dynamodb_policy_action_list))}"
  }

This is HCL change from 0.12 onwards. The module was written for up to Terraform 0.11. As mentioned in previous issue, I want to update this as well to latest, but short on time. I accept PR though ;)
