Port Immersive Engineering support about crafttweaker HOT 4 CLOSED

I didn't add Immersion engineering support. Also this is the wrong repo for
mod support. Also like I said, I have never added it, it is upto Blu to add
it.

sorry, I didn't realize CraftTweaker switched to a different github.
Because if it still uses this github repo, I posted in the correct place.
Immersive Engineering support was in MineTweaker, not ModTweaker.

This is the Crafttweaker github. It is the wrong repo because mod support
should be in the modtweaker repo, and even then, I, being the maintainer of
minetweaker and Modtweaker, we'll before Immersive engineering was a thing,
have never added support for it to any of my mods. Immersive engineering
added support themselves.
