Vielen Dank für Ihre Anfrage.
Unter normalen Umständen ist eine Kommunikation per Telefon nicht notwendig. Die App ist barrierefrei entwickelt worden (siehe https://github.com/corona-warn-app/cwa-documentation/blob/master/translations/scoping_document.de.md#barrierefreiheit) und unterstützt die gängigen Hilfsmittel des Betriebssystems. Im Falle eines positiven Tests wäre der Standardweg, das Testergebnis mittels eines QR-Codes über die App einzulesen. Nur falls das Testzentrum bzw. das Labor diesen Weg nicht unterstützt oder Sie sich gegen den QR-Code entscheiden, sind Sie auf eine TeleTAN angewiesen. Und nur für den Fall, dass Sie mit einem solchen positiven Befund weder einen QR-Code noch eine TeleTAN mitgeteilt bekommen haben, müssen Sie die Hotline anrufen, was hier nicht, oder nur über Dritte, möglich wäre.
Speziell im Fall von beeinträchtigen Personen, die nicht telefonieren können, empfiehlt es sich, auf diesen Fakt gleich beim Test hinzuweisen, da auch hier für die weitere Kommunikation besondere Maßnahmen einzuhalten sind. So kann sichergestellt werden, dass Ihnen die TeleTAN - wenn benötigt - gleich vorab schriftlich mitgeteilt werden kann.
Wir klären allerdings noch, wie und ob wir solche Fälle in unsere FAQ aufnehmen können, sodass wir hier klare Hinweise geben können. Solange lassen wir dieses Issue offen.

Nutzer erhalten eine TAN vom Gesundheitsamt, wenn sie infiziert sind. Die TAN gibt es i. d. R. durch einen Anruf, aber für Leute die aus gesundheitlichen Gründen nicht telefonieren können gibt es da sicherlich auch andere Möglichkeiten (SMS oder so).
Mit der App hat das aber nichts zu tun und ist damit hier fehl am Platz, in der App wird die TAN ja nur eingegeben.

Die Aussage bleibt jedoch fürs Erste die gleiche, eine Interaktion via Chat oder Ähnliches ist im Moment nicht möglich. Wir verschieben das Issue deshalb als Anregung an die Kolleginnen und Kollegen von der Hotline ins neu geschaffene Repository cwa-hotline zur Nachverfolgung.

Ich weiß nicht ob damit das Problem nun behoben/die Situation verbessert wurde, aber die Hotline unterstützt nun "Tess-Relay-Dienste".
