Are you installing this on a machine with a GPU?

Ah,..., that might be the problem? This particular machine doesn't have a modern GPU.
Is it possible to install this library, and run it without a GPU?

I'm not sure what exactly would lead to this problem...
The build script checks to see if cuda is available for PyTorch, and if so installs the cuda libraries. So it sounds like your PyTorch install thinks there is a GPU available, but you don't have cuda installed...
I would recommend reinstalling PyTorch. If that doesn't work, you could do something hack-y like changingbuild.py
