As a generic question regarding configs, shouldn't this be places in CoreBundle? Then the local config could overwrite it again if a user decides to.

The app/config/config.yml is designed to be modified by the user ;)

I know, but we have not designed it to contain Contao settings. If for example we want to change the template engine later, we would need to modify the distribution bundle. That would not be the case if the config is in the ContaoCoreBundle.
