It might be better to define the platform using the config.platform section in the composer.json to avoid the reported error.

e.g.

{
    "config": {
        "platform": {
            "ext-intl": "0"
        }
    },
}

You might also define a specific PHP version to be independent from the version in the composer docker image.

        "platform": {
            "php": "7.2",
            "ext-intl": "0"
        }
    },
}
