I'm guessing that the issue is incorrect options used to invoke icpx to generate LLVM IR. I spent some time looking at CE configuration files, but I wasn't successful in locating where such options might be specified. I'm guessing the "Failed to run compiler to get IR code" error message originates from generateIR() in lib/base-compiler.ts.

Oh, ha ha, silly me. This is presumably because LLVM IR output is (intentionally) disabled in the production icx compilers. This is evident by the "error: IR output is not supported" error shown at https://godbolt.org/z/d9fq7qz61.
Sigh, I guess I'll have to complain to my internal management. Closing.
