It looks like the environment may be missing maven-metadata.xml files, which contribute a list of versions for each groupId/artifactId. These are critical for looking up plugin versions when they're not specified in the POM.
Having said that, the war plugin definitely needs to have its version specified in that POM. I'll also add an enforcer configuration to make sure plugins have versions.

After I forked your repo and began working on my own branch (based on the HEAD of your repo) I simply specified the version in the POM, as recommended, and it built successfully.
