One way is
Identifier could be 14 characters long. It should have the prefix cdi and 11 digits.
Three digits are country, two digits are catalog type, and the last is 6 are number. The number should be globally unique.
Another approach is to generate random id similar to FairSharing
from dataportals-registry.
Final decision is to assign incremental numbers with 8 digits zero padded and "cdi" prefix
from dataportals-registry.
