Handle RegisterWaitForSingleObject/UnregisterWaitEx correctly about data-race-test HOT 7 CLOSED

+ NegativeTests.QueueUserWorkItemTest

I hope this is fixed now, tests are enabled. 

Seems like the happens-before arcs may still be missed when using 
::UnregisterWaitEx
