I can try incorporate the majority of what John Traas raised in the call? Something around a boolean of staff or otherwise to the registration that can then be approved in the admin panel?
So basic flow would be:

User upon registration would have an extra field declaring themselves as participant/staff.

If user selects participant, their account would be instantly initialised in the admin panel as default with is_active flag set to default.

If selected as Staff, their account would not be instantly initialised and the is_active flag would be set to False, requiring a member of the admin team to approve them onto the authorised functionality that a staff member would see.
