This is taken from youtube search results page (sorry for using logan paul btw)
but this could also be seen in the subscription feed

It would be nice if this was implemented alongside with enabling timestamps links to work on description box as well. By default, timestamps posted on the description box aren't clickable.

Seems can be fixed with extensions like this: https://chrome.google.com/webstore/detail/clickable-links/mgamelhnfokapndfdodnmfiningckjia
UPD: Checked extensions alike. Seems all that I tried not work in your case. It's harder because your links are in clickable elements already, But still it can be usefull to solve this through a sparate extension for the general case, not only for youtube esites
