windows support about coala HOT 5 CLOSED

this is important because we should be platform independent. If we can make it work on windows and linux it'll probably also work on other weird oses.

Following modifications are needed to get coala run on windows:

• Install python
• Install espeak
• Add ;C:\Python34\;C:\Program Files (x86)\eSpeak\command_line to path (python and espeak dir)

If you then execute test the following issues remain:

• i18n doesn't work because of msgfmt missing
• Some tests seems to have problems with temporary files

ah and you need to change TestHelper to execute the python executable instead of the python3 one

Ok, after installing msgfmt, python and espeak and adding all three to the path and executing the setup once on #146 finally all tests pass. Since the explicit testing of the setup is covered by #148 this is all thats needed for this bug.
