This calculation was intentionally removed three-and-a-half years ago. There were a number of problems related to starting with a large -Xms given that once a JVM requests memory from an operating system, it will never release it.

This had side effects such as preventing a Cloud Foundry installation that was made up primarily of Java applications from every overcommitting memory in the Diego cells and preventing auto-scaling from ever detecting when a JVM-based application was really near the limit and needing to be scaled.

It seems fair amount of our applications required explicitly set Xms and few of them have to increase default XX:MaxDirectMemorySize. We are fine to set these manually for now..
