Looks like that TF resource doesn't implement the Update method https://github.com/terraform-providers/terraform-provider-cloudflare/blob/35b7cc5a8f56c8b27007b8e48b3f2251ea89a64f/cloudflare/resource_cloudflare_load_balancer_pool.go#L19 The CloudFlare REST API does support PUT on the load balancer pools (https://api.cloudflare.com/#organization-load-balancer-pools-update-pool). So just assuming it's a missing feature rather than a bug.
