The submap data has keycodes at the start of each line. I think it would be helpful if we did the same with most/all of the save game data, currently I'm finding it very hard to modify things without just breaking save files completely.
Not that this means adding a version number as well wouldn't be sensible, it just might help with loading old saves without things breaking too much.

Alternatively we have picojson in the code base already so we could just use that to save encoded files. Not quite as compact but much easier to manipulate between versions.
