Re-check old commits in case the user adds the email address to their account about clahub HOT 2 OPEN

Hm, I wonder the best way to trigger a re-check on CLAHub's side; there doesn't seem to be a way to subscribe to GitHub user changes (e.g. webhook).

We could poll on /user and use conditional requests to lighten the load http://developer.github.com/v3/#conditional-requests.

Alternatively, we could expose this concern to the CLAHub user by displaying their registered email addresses in the CLAHub UI and giving a button along the lines of "Update my GitHub Profile and Email Addresses".

It may be possible to force a re-check of these commits after adding the email address with a force push; I don't recall offhand if GH sends a Repo Update Hook for force pushing the same SHA.
