I realized the Launcher I linked to booted to a black screen and panicked a little bit. But I guess the non-booting is its own problem. Anyway, here is the .elf that demonstrates the bugs shown in the screenshot. Sorry for the derp. Reopened.

Closing this issue. Citra no longer supports ARM9-mode homebrew (and instead only ARM11, as used by all commercial 3DS games, and ctrulib homebrew - https://github.com/smealum/ctrulib). ARM9-mode is meant for backwards compatibility with original DS games.
