Because YAML is a unordered dictionary, if we decide to have the scope
key we could have

I kind of like having the possibility of different scopes since one can reuse the work in so many different ways.

I think this would actually work pretty well. Having both message
(global) and scope
(reference-local) allows the user to adapt to a specific use case. Also, scope
could be used for unique identification of resources by supplying a class name/URI, package name, etc.
