When muting the global feed, would you mute particular users or the whole feed?

Just mute the particular user. Mute should only be available when viewing a
user's profile.

Mute also means things like hiding specific hashtags...

Yes, Mute could also be, applied to, specific hash tag. I had not
considered that. If done, it, should only be applied to every tweet/post
with that hashtag, not to the user making the post.

Also, on hashtags, if there is even just a single tag in the post that is not muted, then the post should be shown. Don't show only if ALL tags are already muted.

I haven't seen this on any other ticket, and it's very much related to this one anyway:
A possibility to mute text in general would be awesome. Things on my mute-list in Plume (my old twitter client):

I think you know where this is going. These are just matched against the tweet text, whatever matches is muted. RegEx-Matching or wildcards would be a plus, but it's not all that important to me.

I'd also like to see muting by client app — for example, I don't want to see someone's Foursquare checkins, so I can mute the Foursquare client and still see posts where people are talking about Foursquare.
If muting worked exactly like Tweetbot on iOS I'd be happy — by client app, by poster, or by keyword (including regexp option) with option to expire the mute automatically after a period. (Except Tweetbot only applies a mute to posts arriving after the mute was applied, instead of going through the currently-loaded timeline and expunging already-loaded posts affected by the mute. That's not a good behaviour, IMHO.)
@hybotics Disagree on multiple hashtags; someone shouldn't be able to slip a #gameofthrones spoiler before me because they also added #wow to their post, for example.

@jamesduffy Three reasons why you'd want to mute rather than unfollow:
- A mute can have an expiry time; somebody who warns they're about to spend the next week tweeting mainly updates from some conference rather than the normal mix of cat pics and jokes can be put on mute for a week and they'll automatically reappear in your timeline after the mute expires. Also useful for people who insist on tweeting about the latest Game of Thrones without using hashtags.
- There's always someone who obsessively checks their followers list and creates Drama if you unfollow them. Relatives, bosses etc might not tweet anything you're interested in seeing, but will start grumbling you don't follow them back. (Yes, this means they've failed to get Twitter and are thinking it's Facebook. You still end up having to deal with them, though!)
- Company accounts that you have to follow to enter a competition; you just want to get a mention/DM if you've won, but you don't really want their multiple daily tweets about how awesome their product is. Until the draw date, though, you have to follow them. (Obviously, this means mutes shouldn't apply to mentions/DMs, just the main timeline. If someone's @-bombing you, that's block time :)
