Make accounts_struct macro accept const arguments anywhere about solido HOT 2 CLOSED

Additional idea for this macro: accept an optional validate method that can perform some sanity checks, or maybe add first-class support for owners. E.g.

    FooAccountsMeta, FooAccountsInfo {
        pub stake_pool_program_id {
            is_signer: false,
            is_writable: false,
        },
        pub stake_pool {
            is_signer: false,
            is_writable: true,
            owner: stake_pool_program_id,

Now that we no longer use the stake pool, we no longer need to write these accounts structs for external instructions, so I think the ordering problem is no longer relevant. And the sanity check comment I wrote above: now that we no longer use the stake pool, we have much fewer accounts and relations between them, and we have good checks for those on the Lido struct now, so I think this issue is obsolete.
